The forwarder moves the goods; the licensed customs broker acts for you before Customs Two roles. A freight forwarder arranges the movement of your goods: it books carriers, consolidates cargo and handles the transport documents. A customs broker is a person licensed under the Customs Brokers Licensing Regulations, 2018 to act as the agent of an importer or exporter for customs business at a customs station (regulation 2). Many firms do both, but only the customs role needs a customs licence.
