India-Japan CEPA — in force since 1 August 2011 Overview. India-Japan CEPA is in force since 1 August 2011. It has chapters on trade in goods, trade in services and investment, and also on customs procedures, movement of natural persons, intellectual property and government procurement. A certificate of origin issued by the exporting country's competent governmental authority or a body it designates (Annex 3 of the agreement; Annexure 2 of India's 2011 origin rules); in India the Export Inspection Council issues it for all goods, MPEDA for marine products and the Textiles Committee for textiles and made-ups, on application through trade.gov.in.
